Transparency, independent observation, verification, and confidence in the integrity of the election LIBAC

Dear Members of the Liberian Community in Greater Charlotte,

Team TUSI's concern is not with technology itself. Our concern is whether the current electronic
voting process provides both campaigns and every voter with sufficient transparency, independent observation, verification, and confidence in the integrity of the election.

The Elections Commission plays a significant role in determining voter eligibility and administering the electronic voting system. Questions remain regarding how residency, membership status, financial standing, and Liberian eligibility are independently verified.

Electronic voting also allows individuals to vote remotely. While convenient, this means campaigns and observers may not physically see who is presenting identification, who is receiving a ballot, or whether the individual voting is the eligible member associated with that record.

This raises a reasonable question: If someone is entered into the voter system incorrectly, how would either campaign independently know?

We are not saying this will happen, nor are we alleging wrongdoing. We are saying that an election process should contain safeguards that make errors or improper activity difficult to occur and easy to detect.

TapVoter has an audit log, which is an important safeguard. However, an audit after voting is not the same as meaningful observation before and during the election. The system also contains administrative functions that allow voter records to be modified and ballots to be voided or restored. These may be legitimate administrative tools, but their use requires clear procedures, restricted access, independent oversight, and transparent audit safeguards.

For these reasons, Team TUSI is requesting an in-person secret paper ballot for the 2026 election. 

With in-person paper voting, voters can present identification, eligibility can be verified, bothcampaigns and neutral observers can monitor check-in, anonymous ballots can be issued and physically counted, and the ballots can be preserved should a recount become necessary. Our position is not about whether Team TUSI wins or loses. We are prepared to accept the decision of the voters. We simply believe the process used to reach that decision should be visible, understandable, fair, and independently verifiable.

Electronic voting can be considered for future elections once stronger procedures, independent oversight, voter education, and clearly established audit safeguards are in place.

This election will end. LIBAC will remain. Whatever system we choose should leave our community more confident—not more divided.
